How to Get Proof of Address in Portugal?

WHAT IS IT?


Proof of address in Portugal is an official document that indicates your permanent residence. This information can be found on the Finanças Portal, but there are other ways to obtain this document. This serves to avoid any type of fraud on the part of those requesting it.

Proof of address in Portugal must contain basic information about the person who wishes to prove their address, these are:

  • Full name and NIF

  • Complete Address, with postal code, name of street/avenue, number and complement (if any),

  • Junta da Freguesia

  • Date of issue of the document.


WHY WOULD I NEED IT?


The proof of address can be requested in multiple situations such as:

  • Process of obtaining Portuguese nationality or residence permit;

  • request for a citizen card, passport or other documents;

  • signing a contract;

  • opening a bank account;

  • change of address;

  • Request for NIF or NISS;

  • application for housing credit;

  • registration of children in a daycare center;

  • enrollment in courses and/or schools.


The proof of address can be obtained in two ways: in person, at the “Junta de Freguesia” and Loja de Cidadão, or online, through the Finanças portal or the Segurança Social portal if you are already registered in “Finanças” or “Segurança Social”.

Through the internet, the process is free. However, if you choose to go to one of the physical locations, there will be costs.


STEP BY STEP GUIDE


Through Finanças Portal:

To obtain proof through finance, simply be authenticated on the finance portal, entering your access credentials (NIF and access password).

Having said that, it is necessary to:

  • Access "all services" on the left side;

  • Select the "documents and certificates" option;

  • Click on "request certificates";

  • Choose the "tax domicile" option;

  • And finally, click confirm.

The residence certificate will be generated automatically, at no cost, and will be available in the "Consult Certificates" section for you to print when needed


Through Social Security Direct Portal:

It is also possible to obtain proof of address from Social Security Direct. To do this, simply access the Social Security Direct portal

1. Log in, and in the profile menu go to "personal data"

2. Click on "update contacts" and select the "print" option.

The document can be saved in the same way as the one obtained on the finance portal, and it also does not have an expiration date or any cost to the citizen.


Through Junta de Freguesia:

The document can be saved in the same way as the one obtained on the Finanças portal, and it also does not have an expiration date or any cost to the citizen.

Tip: Find out in advance at the respective Junta da Freguesia about the necessary documents to avoid wasting time and ensure that all procedures are followed.


Through Loja dO Cidadão:

It is also possible to obtain proof of address from the Loja do Cidadão in the area of residence. Proof obtained in this way may be necessary in cases where the entity does not accept the document that can be obtained from the finance or direct social security portal. If it is a simple proof, which only proves tax residence, it is usually possible to have everything handled on the same day. In this case, you must pay to obtain proof.

If a more detailed proof of address is required that certifies something more than just the tax address, it is advisable to call in advance to find out which documents must be presented to obtain the proof and, preferably, always schedule a visit to the citizen's store if be possible. In this case, the proof is also delivered immediately.


DOCUMENTS REQUIRED


In casual everyday situations, proof of address in Portugal can be provided with a document you have at home, such as:

  • receipts for electricity, gas, water, or internet;

  • telephone bill;

  • declaration of residence issued by a Junta de Freguesia;

  • IRS settlement note;

  • tax domicile certificate;

  • income receipt;

  • bank account statement;

  • income statements;

  • driving license.

In general terms, the law does not set an expiration date. However, it is normally required that proof of address in Portugal is not older than 90 days. It is recommended that the document is recent in order to further clarify the veracity of the information.


BE AWARE OF


  • If you have changed your habitual residence, you have a maximum period of 60 days to communicate your new tax residence to the Tax Authority (Finance). For those who have a Citizen Card, simply change the address on the card to make this communication.

  • Some “Juntas de Freguesia” including “Arroios” are now requesting a valid legal residence or other proof of legal status to produce this document. Always confirm first what documents are required.

  • Given the data crossing in public services, there are fewer situations in which the 'Proof of Address' document document is required. In certain situations, documents that already have a home may be accepted as proof of address (a water receipt for example). Others necessarily require an official document.
